The memorial is a large, simply-designed timber honour roll. It features a curved pediment at the top, with the name of the district printed in gold. The names of those who served are printed in gold in the centre of the board. The left column lists those who served in the First World War and those from the Second World War are included in the right column. Most of the names are in alphabetical order, which indicates the memorial was completed after the end of each war. Additional names have been added to the bottom of both columns. Interestingly, the names of women who served in the Second World War are included in the additional names at the bottom of that list, each with the prefix 'Miss'. Upper Horton is a small village, accessible via the town of Bingara. The roll was once located in the Upper Horton Hall. It has since been moved to the Upper Horton Sports Club and access is restricted to the opening hours of the club.
