Until near the end of World War II, Goulburn war widows and their children were enrolled under Sydney Legacy with local individuals, mostly Ex-Servicemen, assisting. With the upsurge of dependants in World War II there became a need to establish Contact Groups and a Group was established in Goulburn in 1943. Two years later in August 1945, Goulburn was granted its Charter and became an autonomous Club of Legacy. Areas in the Goulburn Legacy District includes; Bigga, Braidwood, Bungendore, Collector, Crookwell, Dalton, Gunning, Marulan, Tarago and Taralga.
